The State Council of Higher Education for Virginia (SCHEV) is the Commonwealth's coordinating body for higher education. SCHEV administers a variety of educational programs that benefit students, faculty, parents, and taxpayers. SCHEV serves as a catalyst to promote greater access, quality, affordability, and accountability throughout the system.
Virginia is one of 15 members of the Academic Common Market (ACM). This consortium of states/commonwealths allows students who are residents to attend out-of-state universities for in-state tuition rates if they meet the requirements – typically, ACM applies if a student’s state of residence does not offer a particular college major offered by one of the partner institutions. Not all colleges in member states participate. At this time, ACM member states are: Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia. Not all majors are eligible and in some cases (for example, the reduced tuition benefit may apply only for the junior and senior years of college, once the student has taken general education/core curriculum college classes during the first two years and declared a major). It is important to understand the details – and to recognize that participation and particular majors may change from year to year. These contracts are renegotiated every year and subject to change.

The National Center for Fair & Open Testing (Fair Test) works to ensure that evaluation of students, teachers, and schools is fair and open, valued and education based. The list of colleges offering test optional/test flexible admission review is at www.fairtest.org/university/optional.
To register for tests of English proficiency in speaking, reading, writing, and listening — for students for whom English was not their first language. Foxcroft has recommended test dates each year and provides transportation to test sites on these dates.
The College Counseling Office provides online Method Learning to all students (freshmen through seniors). Students can develop stronger vocabularies, identify and practice test taking strategies and approaches for both the ACT and SAT. Practice problems and full-length test sections are available 24/7. Ms. Conner recommends all students spend 10-20 minutes every day on the Method Learning site.
